UEFA has confirmed the 2028 euro qualifying format, announcing that hosts England, Wales, Scotland and the Republic of Ireland will have to compete for a place in the match, although this is a backdoor route to the final they are available.

Scotland is eligible for the last two European titles, and has competed in the group stage in 2024 after the same match in the 2020 European Cup. They have not won the game since 1996.
Wales was a well-known semi-finalist in 2016, in 16 rounds of five years later, in rescheduled the 2020 European Cup, but they are not eligible for the 2024 European Euro. Ireland has not competed in the euro since 2016.
